Indicators

The Index has a hierarchical structure, where the bottom level comprises specific indicators and the top level represents a total Index score. All indicators are evaluated by six transparency criteria: 1) availability, 2) accessibility, 3) relevance, 4) frequency, 5) usability, and 6) completeness of information. The overall scores of indicators vary from 0 to 4. The table below reveals the entire Index "tree" and its internal composition and demonstrates transparency scores for all elements, layers, and dimensions of the Index.
At the bottom level, one can identify specific gaps in the transparency of countries' energy sectors. Those are the so-called "black boxes", i.e. the indicators, information on which is entirely unavailable (with zero scores).
