2023 Index Report

The third international edition of the Energy Transparency Index scrutinizes energy transparency in Georgia, Moldova, and Ukraine as countries most advanced in European integration among the Eastern Partnership nations. The study also covers EU member Romania as a benchmark for the Eastern Partnership and the Energy Community countries. The report contains multidimensional assessments, including progress made by countries, reveals transparency gaps, and provides targeted recommendations to public authorities and other stakeholders. The third edition of the Index also contains the assessment of the separate institiutions (Ministries of Energy, Energy Regulators, Competition Authorities, etc.).
